For MuseScore 3, the Voices, Respell Pitches, and Regroup Rhythms commands have moved to the new Tools menu.

For MuseScore 3.1, it is now possible to change the duration of multiple notes at once, when selected selected as a list (e.g., range select, then use the Notes button in the Inspector):
